 I am safe, and so do not need one for birth control.
I am also in a long term relationship, and we have agreed that we will not need one for STD prevention.
For me, and probably all men, without feels much more pleasurable than with, although there are some brands that provide almost the same sensation as bareback.
Because of increased pleasure, a young man might need the delay that comes from diminished sensation. At some point, premature became a non-issue and the need for diminished sensation disappeared.
Because of all of the above, my answer is no, although that would change if my situation changed and I found myself with a new partner.

 if in a relationship definitely wouldn't wear one, but all depends on the partner and situation.

 For short term meets, of course, but if i were to get into a longer term relationship with someone, i would tend to think both parties involved would be ok without a condom.
